Circular for the Enlistment of Planners under “Private Residential Land Development Rule 2004 (Amended 2012 & 2015)”
Dear Planner,
We are pleased to invite your application for enlistment as a Professional Urban Planner as per the ‘Private Residential Land Development Rule- 2004 (Amended 2012 and 2015)’. Interested Planners are cordially requested to apply on or before March 20, 2026 as per the guidelines mentioned in the circular.
The Application Form, Detailed Circular with Guidelines and Payment Proceedure are also attached herewith for your reference. The written exam and viva-voce will be held on March 28, 2026 at BIP Secretariat.
We recommend you to prepare yourself on the following topics for the Written and Viva Exam:

• PRLDR 2004 (Amended 2012 &2015)
• Real Estate Development and Management Act, 2010
• Waterbody Conservation Act, 2000
• Environmental Conservation Act, 1995 (Amended 2010)
• ECR 2023, (Environmental Conservation Rules 2023)
Plan Preparation, Approval and Implementation:
• Master Plan/ Development Plan (Strategic and Local Plan)
• Layout Plan
• Site Plan and Urban Design
Relevant Issues:
• BIP Professional Code of ethics
• IEE, EIA, TIA
• Design Population Density, Flood Management etc.
